I have the worst luck with cars.

I noticed this rusty spot on the bottom of the tailgate on my 2020 Touring. There's no external damage, the paint is flaking at the seam where you see the bubbling and the additional bubble at 10 o'clock is additionally concerning.

Bad drain perhaps?

They're submitting a warranty claim for a new tailgate.

That spot is pretty bad. Hope they help you out. Look up what rail dust is. That is likely your issue. Being a white car if you look around your doors on the bottom as well you will likely see orange rust spots. They sell several products that will take it off and then use a good wax on top.

That's not rail dust. The paint is bubbling up. Either rusting though from inside or the paint had damaged by the edge and rusted its way up.

Thanks for the tip. The non rust spots are just surface dirt. We are in the dirty/gross snow period of winter in my area and the dealer just did a lick and a promise wash after my oil change.

Did you happen to damage the paint in the area like did it get hit it with something that removed paint? Looks like some paint is lost on the edge that cause the rust.

Did you buy this new? Wonder if there was some damage before delivery and the dealer did repairs before the sale....
I know that dealers are allowed to perform up to a certain $ amount of repairs on a new untitled vehicle without having to disclose details to the buyer.

But I agree with Jasonpp - that's not rail dust....

Bought new with no prior damage to that area that I was aware of. We saw the rusty spot when raising the gate and while standing there with my chin on the floor and hands on my hips there was a bit of water dripping from the spot.

I'm thinking that water is getting in somewhere and there's no good way out so it's rusting.

The dealer is submitting the warranty claim to Honda so we will see what they say.

Could be a missed area for rust coating. That's a perforation rust, they will cover it under warranty.

Paint is chipped on the edge. I recently did to my lift gate by having the grocery basket too close when I opened the lift gate. The paint is the thinnest on the edges. I will touch it up and put some 3m edge clear wrap on it.

The picture you posted looks like the paint is chipped. Post some better pictures of the lift gate opened, of the edge and from the inside .

Its not chipped. Any gap in the paint at the edge is from the rust perforation causing the bubble. You can see an additional spot at 10 o'clock from the main bubble where the rust is coming through.
