I can't seem to find this in the owners manual. I'm curious what the blue line is for that is marked 0, 25, 50

That's the "instant MPG bar" so you can see you're gas mileage in the moment. It will coincide with the green or white ambient light at the top.

At the moment you took the photo, based on your throttle position, rpms, speed and car load - your car was doing around 28MPG for that moment in time.
